Let me step in here.... You can run the 1900 on the stock engine. Probably with a 3.4", I'm guessing boost would be around 20-22psi. With supporting mods this would be considered safe and you would make about 350whp. To really push the 1900 you would need a built engine, forged rods and pistons, gen 3 block or sleeved block with a support, and I would highly recommend a ported head with valve springs. Then you could drop down to a 3.0" pulley and let that thing eat, I would estimate 450whp and about 28psi of boost.
If you plan on building the engine down the road the 1900 makes sense to get. If you don't want to build the engine go 1320.

Ok guys I have already ordered the 18 units harrop has on hand. They will leave for us next week. I will be leaving the GB open for a few more days with one exception.
