adjust ride height with peddars

How do I do this? The bottom lock ring wont budge with a flat head and hammer. Any tips. I need to raise the front about a 1/2 in to fit slicks.

soak the threaded body in pb blaster or a 50/50 mix of acetone and atf. good luck
