Is my green doohickey broken??

Is my green doohickey broken??

Not sure if I spelled doohickey right, but my eBrake snapped the driver side cable about 2 years ago. I'm just now getting around to replacing it. I have the new cable ran and was getting ready to adjust the cable when I realized the metal clasp jumps out of the green plastic holder as soon as you pull on the handle, even just 2". The pic below shows how the little clips on the sides of the green holder aren't strong enough and the metal thing pops right out. It's also pulling the back side upward, like it's missing something that holds it down.

Anyone who has done emergency brake work, does it look like anything is out of place or broke?? I'm pretty clueless.
