The springs will only show visible rust if the powder coating has been chipped off. It shouldn't make a structural difference, but it's unsightly. If it really bothers you, use some steel wool, and clean them off, then use POR-15 to paint them. Be careful with the POR-15. The stuff is pretty nasty, so work outside, wear gloves, and follow the directions.

Por-15 is great stuff, works awesome (recommended by us also)

They are springs. They live under the car. Why should I care if my springs have rust?

C_A_D88 had that issue, his Pedders rusted very badly in a very short time.. He sold them. Its a shame. I would media blast and re-coat. The put some rust check on them. Over time corrosion can affect the spring rate. OEM seem to stand up very well, that said, and Eibach do not...
But also, I would not drive a decent car in winter conditions. thats what wntr btr's are for...

Rust check FTW! The sportlines have that coating on them so the moisture gets in and rots them quickly and theres nothing you can do.

I know SSCs stand up fine so long as they're rust checked. If it can make springs last fine through a winter in Ontario (with the amount of salt they put on the roads) it should be just fine in the us
