I don't think it would happen, at least not in a 1/4 mile race(at a track). Were talking about one car that does a 13.2 in the 1/4 mile and the other one does it in 14.7. The Cobalt would need more then a 100 shot. Can a Cobalt be built faster then a STi, yes! It just takes money!
Hell if you wanna get technical a Cobalt is faster than a STI. 8.9 is the fastest STI in the states and in pro stock for cobalts they run 6.6's all day =) EDIT- haha it is 6.6 secs!

but i have seen some STI's run pretty crappy times, namely, a 2004 STI with intake and cobb accessport stage 1 tuning. he was getting 2.0 60ft times and pulled off a best of 14.8 or something like that.
that same night my car went 13.8 with the same 60ft time and a hole in one of the intercooler pipes. yes, the 60ft times are not good for an AWD car, but his car and my car pulled off the same launch, yet my car was a full second faster. i rode along with him once, he didnt have any problem shifting through the gears.
best STI time's i have seen there was a 13.6 with intake and full exhaust and a 13.4 with UTEC and full exhaust but it was unbolted at the down pipe
as for a cobalt needing more than a 100shot, have you ever been in a car with a 100shot? or any shot of nitrous?
nitrous offers a huge boost in power while hardly adding any weight. so a stock cobalt puts out say 205hp at the wheels, run it with a 100shot and it will be over 280hp at the wheels while a stock STI puts ~245hp at the wheels. simple power to weight ratio there.

At night, when the weather was nice and cold, I've seen several stock STi's run very low 13's. The drivers were also top notch, and knew how to launch an all wheel drive car. The thing is, learning how to launch a car like the STI usually take a lot of practice, which in turn puts a lot of wear and tear on the drivetrain. In the end most STi drivers end up giving up before they get good enough to put down great times.
All in all the STI and the EVO shouldn't be drag racing. Although they are very fast when launched correctly, in time the extra strain on the drive train will end up taking its toll. The cars are really made for tracks, auto x, and rally (if your dumb enought to rally your 30,000 dollar car God bless you).
I can tell you why that 2004 is running terrible times, the intake. Although spots on Cobb's website say they have fuel maps for intakes, they don't ( http://cobbtuning.com/sti/accessport/index.html )! The result is a car that actually loses power, compared to stock. If you see any guy in an STI running an intake without serious, serious modifications, he's going to be slower than stock. The stock airbox on the STI is very good, and is actually a cold air system. Unfortunately the resonators in the system hide the turbo sounds, so a ton of people run intakes (myself included), and end up losing power. Next time you see that guy, tell him to take the intake off, and reinstall the map, I bet he will do much better.

Lets see the dyno, and it better not be in 4th gear! Chevy didn't lie, they just couldn't nail down a consistent numbers, so they played it safe. Translation? There are some factory freaks out there, but even they will evenutally drop in HP as they get a little older. A majority of these cars dyno below 200 to the wheels, and the torque is much lower.
Adding a ton of mods will make any car faster, but to get it tuned to take advantage of the new parts is going to cost you far more than 1,500 bucks. But do us all a favor, mod the hell out of your car, and drive it hard, and post some pics when you grenade your engine.
