02 sensor Problems

Having some problem getting rid of a check engine light on my car and would really appreciate some help. Its a SS/TC (LNF) and I'm getting the code po420 (Catalytic converter running inefficiently) so I hooked up my code reader and watched all the sensor diagnostics and it seems that my downstream o2 sensor isn't getting any ohms to the (SNS Element). So I took the o2 sensor out and replaced it and light came back on. I hooked up my voltmeter to the new 02 sensor on the heating wires and it says I'm getting about 9.5 ohms if I remember correctly. So I figure that's working right. Next I tested the 02 sensor connector itself and it only reads 8.5 Volts where it should be reading 12 should it not? so I'm now trying to figure out if its the connector or what the connector connects to . Idk. I'm lost at this point and starting to get frustrated please help. Thanks!

id just delete that pain in the ass. I got sick of mine going bad so I removed it and disabled it in hptuners
