NY only scans OBDII for emissions so as long as your CEL light isnt on technically you should be fine.

Like D-mac said..... keep your stock stuff just incase you have to throw it on for inspection ....especially the downpipe . I would go with a downpipe and tune first .... then grab an intake and charge pipes when you can . You don't need to tune for charge pipes but a retune should be done with an intake .

And where's the evidence to prove this claim of more than 22psi being unsafe?

According to the Flow charts for the BW KO4, over 24 PSI is out of its efficiency range.

Using assumed variables, and assuming that this chart is the correct one (lots of assumption there), that would seem to indicate that at the very outside edge of the efficiency island is around 22 psig before the compressor will surge - this lines up with both the overboost protection in the computer and what some tuners have run into already. 21 is about the max safe boost level on the stock K04 (which is what Hahn's tuner sets the boost to, so this lines up as well).

To the OP downpipe is the most beneficial mod you can do on these cars. Intake is worth while as well if you're sure to tune for it. Intercooler, Charge Piing, and Cat-Back are more of an option then anything.

If you want the BOV sound go with the Forge BPV modern performance sells it. It's a much cheaper solution opposed to paying for a BOV, Charge Piping with the MAF relocation to mount the BOV, and relocate the MAF, and a tune to be able to relocated the MAF.

Suspension wise Pedders, and SSC aka CM seem to be the popular choices concerning springs.
That's an ignorant statement. Please read the k&n intake thread to get a better understanding of how the k&n functions with fuel trims. K&n does not skew fuel trims beyond 3-5% in most cases. That's in line with stock trims.
