The older Ecotecs dont have the restrictor. I believe GM did it to the VVT models since they have a different oil pump that flows more volume. Having the restrictor also helps keep less oil sitting on top of the head. The lifters only need something like 15 psi to operate fine. With the restictor in there I believe it limits the head to 25 psi.
