Mine did this when my o ring on my upgrade MAP sensor wasn't sealing properly. I would definitely check for a boost leak somewhere.

Definitely surging, "Safe" flutter should only happen when letting off the throttle, not getting into it. I would validate the tune isn't causing problems and a boost leak test wouldn't hurt!

i found a part of my surge problem... i think.... lower chargepipe
