Ok so the vacuum line from the stock bpv should connect to the nipple on the BOV. Is your MAF before or after the BOV? I had better luck relocating the MAF to the cold side pipe just before the throttle body.
OP... Post up pictures of the Vacuum solenoid on the manifold to show us your routing of the vacuum lines... I'm sorry but one sentence in the original post does not clarify what is going on enough a video might help as well.
It is normal for the BOV to surge a little below... say 5psi depending on your setup. It won't open at all if you are simply revving it in neutral or with the clutch in, the wastegate vents around the turbo so you experience minimal engine loads if I recall correctly.
