OP... Post up pictures of the Vacuum solenoid on the manifold to show us your routing of the vacuum lines... I'm sorry but one sentence in the original post does not clarify what is going on enough a video might help as well.

It is normal for the BOV to surge a little below... say 5psi depending on your setup. It won't open at all if you are simply revving it in neutral or with the clutch in, the wastegate vents around the turbo so you experience minimal engine loads if I recall correctly.
Mine is set up like that and the BOV still won't open..... Ugh.

Just take some pics and show us how you set it up, then ppl on this forum can make determinations of what is really wrong or call ZZP to get their support.
