Aftermarket parts question?

My buddy just bought a cobalt ss/sc and im not sure if he was GM stage 2 on it.

The pulley has blue bolts and i'm pretty sure that inst stock and under full throttle it boosts up to 15-16psi, I'm pretty sure that 16psi is not the stock boost for the ss/sc. It also has stock intake and exhaust.

I havn't been reading a lot about cobalts lately so i pretty much forgot everything i knew. Any ideas? and is there a way i could check?
thanks
