Question DIFFERENCES BETWEEN FE9 and NE1 emissions?

is this an VCM/PCM issue or what, i live and inspect in NC and I have a car with the NE1 (northeast emissions). Anyone know how to revert back to the FE9. according to the RPO code book for Cobalt options. This explains the a/f mix that is different from 2 other cars i've driven.

My main question is this, what needs to be replaced cat etc.(if anything) to go back to fed emissions>?
Or just flash the PCM/Vcm with the FE9 emissions using the NC7 override

NC7 is an override to Federal emissions?

sounds like a programming issue to me right?

bump...

my techs at the dealership are telling me just to wait til the stage 2 comes in and they'll speak with tech line about getting the fuel maps for Federal vs. Northeast (cold climate) when they do the PCM/VCM flash

UPDATE:
just got off the phone with GM Tech line. They are clueless. That's the summary, basically i have to wait to do the stage 2 reflash then explain when they get the code to ask for the federal emissions. waiting to get another call back from techline after the research the emission differences.

did you buy your car in PA or NJ. may be an emissions difference depending upon the vin. a PA car should have FE9 emissions vs a NY car with NE1 emissions (de-tuned) so in pa depends how the car was ordered. PM me with the last 8 of your vin and i can check the invoice for you if you want.
