Washer fluid usually only contains a small amount of methanol. IIRC around 30% is all, but it depends on the brand

more meth, more octane, water does do the most for cooling so there is going to be the point where you start losing cooling benifit, there is tons of threds on this, including a whole methanol thread

Do not run more than the 5gph with your set up.
Do not use windshield washer fluid. You're better off pissing into your intake. 75/25 meth/h2o

HP will depend on how aggressive your tune is. I would guess about 270 whp, maybe more, if your tuner doesn't Fail. I used to run a 2.8" m62 with only zzp catted dp, stock catback, stock exh manifold, and the 3gph nozzle on a 75% meth mix. I put down 265 with 25* of timing. It had more in it too.
