I just ordered the ottp stage 2 kit and its suppose to be shipped this week. However, the heat exchangers are coming in late next week. My question is can i run the kit with a 2.8 pulley and no heat exchanger?
As long as you're aware of the effects. Running that small a pulley with essentially no cooling mods will make your car slower than a regular gm stage 2 balt due to all the timing its going to pull. The heat soak even with a second heat exchanger will kill your top end unless you add meth.

I dyno tuned it for an hour too.

Well when I was on GMS2 + 2.99 pulley I dynoed 245whp, so I'm surprised the 2.8 would only be wroth an extra 10whp, but we cant really compare dyno numbers anyway.
I'm simply basing my claims off of what I've seen in person. The 2.8 provides a lot of low/mid grunt, but eventually falls back, as evidenced by the way I used to be able to reel in my buddy with a 2.8 + OTTP tune + ZZP S3 h/e.
Not trying to state anything as fact, just sharing what I know from what I've seen first hand.
OP: You'll be fine, but would be better off with a slightly larger pulley in my opinion.

Like Pyros said, we cant compare our dyno numbers. There are too many variables that come into play. Although, a properly tuned/cooled/supported 2.8 car should put down mid 260's - low 270's.

I ran my OTT stage 1 (the new stage 2 kit), with no heat exchanger for a year. I never pulled timing due to heatsoak. As long as IAT2 stays under like 160* on pulls, you shouldn't pull any timing. And I have more timing than the base OTT tune!
