The stock top speed as well as any top speed after performance upgrades is irrelevant because you shouldn't ever be traveling that fast on public roads. Or any road for that matter. The formula one cars and nascar cars are designed to survive a wreck at 150+ mph whereas a cobalt is not.

That's my point exactly. Which is why the OP shouldn't be worried about what the top speed is.
