many suggested short cuts become a long cut and with the risk of screwing the job up, wrecking the head, and putting debris inside the front of the motor, it ends up like this:
take the head off. .

2007 Chevrolet Cobalt TSB - Technical Service Bulletins for 2007 Chevrolet | AutoMD

^^ TSB announcements for 2007 Cobalts courtesy of Google.

If you are set to do this as a DIY, buy a Chiltons or a Haynes Manual, some of the questions are directly answered there.

With the bolt still in the head it makes no sense to attempt to extract with the head still on. The aluminum head has expanded and contracted at different rates than the steel bolt making it a tight bolt to remove. Pull the head following the Haynes/Chiltons. Use an extractor or take to a machine shop to extract. Follow reverse instructions in the manual and you will be fine.

The good thing was that I just needed the reverse drill bit and not the extractor

You broke it at 89 INCH/LBs? I doubt that... that's only about 7 lb/ft...

Red loctite on the threads and nice and tight by hand, nothing special needed.

Pic of the torque wrench you used set at 89in/lbs?

It is very little torque at all.

torque on the s/c bolt is 18 ft lbs iirc. Torque wrenches need to be calibrated periodically. I have mine checked annually. If you have broken more than one bolt, it would appear that the root cause is right in front of you. sad to say

I bet you tried 89 ft/lb instead of 89 in/lb

The sad thing about recalls is that they usually won't issue one unless it has the potential to cause bodily harm or has already caused some. It's all about $$$
