I'd suggest you look up LSJ builds and their power attained - you're going to need to do pretty much the same...
uphill battle for sure.
EDIT;
Here let me help you get the ball rolling;

The rods are the weak part of the 2.2Ls. Ours are not forged. But if you are shooting for 350whp that passes what the LSJ was rated for too, so your going to be building just like what was stated above.
I'm in the same boat as you looking to build close to 300hp. I'm gonna be doing most of the work myself and so far I've fogured around $15,000 for safe and reliable power like that on a 2.2L. So if you're looking for 350hp be prepared to.spend that at least unless you're using used parta and doing every bit of it yourself.
has anyone looked at that dyno thread?
that's in the price range of buying an SS/TC (especially if you factor in selling your car to offset costs);
if this is the case don't let yourself get sucked into the whole logic of "well I built it myself" - because that's just nutty.
It has been proven that a bone stock SS/TC with a tune only can make 300whp.
Aside from the obvious engine upgrade that an SS/TC would get you, you would also get better:
if you doubt that an SS/TC can make 300whp, I'd re-direct you to the dyno thread, look at number #28 in the "2.0 T/C Stock Turbo" group - read his mod list.
You could do somethign similar with an SS/SC - but look at the stock blower list (only two make more than 300whp), or the anythign goes list - eight of those guys (five of which list a TVS) don't even hit 300whp...
Not only are all of these facts legit, but at the end of the day a heavily modified car is going to be a tough sale for when you need to move on...
If you're worried about higher insurance rates for an SS - you might want to look into clauses that most ins companies have for modified cars...

Aside from the obvious engine upgrade that an SS/TC would get you, you would also get better:
- seats
- transmission
- shifter (short throw)
- wheels
- brakes
- springs (suspension)
- shocks & struts (suspension)
- stereo system & deck (just guessing here)

Yeah I looked at the dyno thread. Its got me wondering if.I should build or just.buy something different entirely. Haha. 300hp in a fwd car isn't exactly that grand to me. I honestly doubt I'll wanna drop that kinda money on a car like this.
Gm Used the level system to differentiate w/o model name, based on std equipment
base = Level 1
LT/LS = Level 2
SS(2.4)/Sport = Level 3
SS-TC & SS-SC = Level 4
level's 1-3 essentially were the same cars - they got the same interiors, transmissions, suspension ect;
level 3 was essentially a bigger engine combined with rear discs over the level 2...
level 2 is trim & std items over the base.
...but back to your post;
300whp isn't a big deal - but a 300whp base model cobalts is still only a base cobalt;
mods do not increase a cars value - as a matter of fact they often detract from the overall value.
If you were wanting to stay naturally aspirated, a pre-2008(?) L61 Cobalt would be my personal choice - but even then 300whp is going to be barely streetable, and chronically unreliable... 200bhp would be a more realisitic goal.

internal work like pistons, rods, cam, port and polished head, ported m62+2.8 or 2.7 pulley, injectors, all suporting mods like exhaust, intake, headers, E85 and a good tune id say youll be right around the 300whp range on your 2.2
for 350whp your gona need a tvs and probably some more work
