Help identifying part

So I was just at the grocery store today when I was walking back to my car and seen a wire hanging out of the bottom of the engine area. I'm kind of new to car technicalities so I took a pic of the part and where it is running to. I'm a bit reluctant to drive it anymore until I find out what it is. Thank you greatly for all your help!

That looks like a block heater. It is a heating element that you plug in to warm up the engine coolant so that it is easier to start in very cold weather. It seems really odd that you can see the heating element. Did it get ripped out? Do you have any coolant left in the system?
