gains with d/p??

i have a corsa exhaust, and i am going to hook up my CA header this weekend...
i thought that if i just bought a high flow cat and had a muffler shop get pipe and weld it on the cat i would have a downpipe for cheeper than 200 bucks or so...
so i went to the muffler shop and the guy told me that there is no gains in changing the downpipe, that i would get no extra power!!!
is this true??
if i got gains would it be worth the $250 CA wants??
