thats because the hahn turbo kit for the 2.2 cobalt is actually the garret alpha kit. Hahn does not have any tuning software for the 2.2, so they don't make turbo kits for it. Mechanically though, their LSJ kit will bolt up to the 2.2's. You would just need a different company to provide the tune (such as trifecta) or you could run a stand alone

LOL... GM destroked the 2.2L eco to a 2.0L and pulled 1440whp out of it.

you can pull alot more than 194hp out of that motor... your buddy isn't going to get 600whp with just a bolt on turbo kit.

actually your buddy can get 600 whp with a turbo kit but its gonna be expensive and the motor wont last more than like 10 runs.. the connecting rods will bend at 350 and the trans will only hold 260 whp for like 30000 miles. so u can hit any number you want but, it wont last and neither will your drive train.. plus 600 hp front wheel drive is not a driveable car at all. 260 whp is a good number that will max out the reliability of the car. the more boost that is efficiently allowed into the cylinder the more power you make... so just do something realistic that he can drive and more than likely its his daily driver. that being said i would go over 260 whp with the stock l61 platform. if you want more you can build it so but with great power comes great sacrafice.
