custom painting?

hello everyone i am fairly new and i just paid off my '10 balt ss and id love to add some custom look to the exterior. ive decided graphics are probably a bad idea because they are expensive and ive read some bad reviews, basically id like to "do it myself" since i got a lifetime with this car ahead of me and i can take it little by little. so heres my questions:
1. do you need to completely strip the paint on the panels, or can you just rough up the clearcoat where you want to paint and then clearcoat over it again? would i have to cover up the surrounding clearcoat if so or would it stick ok?
2. would a high quality model car paint work? i plan on fine brush painting in the designs myself
3. has anyone done this before with some good results? i did a bit of googling and couldnt find my answer.

whys everyone so hostile anyways ive been eagerly awaiting sincere answers but all i get is gruff. i found a kinda close video to wat im talking about but i have no idea what paint he used, preparation, or anything

im being realistic, not hostile. he's probably using AUTOMOTIVE paint. prep was probably scuff and smooth the clear coat(correct me if im wrong, i did say probably) and he's probably using fine haired brushes to minimize brush marks(more than likely brushes that are used for real pinstriping).
i know a little about painting cars.
1. u need to sand the panle u want to paint with something like a scotch brite pad. all ur doing is taking away the shine and giving the new paint something to grip onto. u dont need to take the paint off. i would scuff the whole panel ur doing. then paint the design and clear coat the whole panel. if u try to clear over a spot that was not scuffed up the new clear is going to peel.
2. not sure if that paint would work. might want to google pinstripe paint. or u could pm the guy in the youtube video and ask him some questions.

o sorry, yea i was trying to read the labels off the paint cans next to him lol, apparently he is using pinstripe brushes, so im gonna do a bit more research and start drawing stuff up. im thinking of skulling out my rims or interior first for practice since its not as major.
