help with painted bowtie

i painted my front bowtie flat black last summer...looked great for a few months. after a while it started chipping on the metal part; no big deal--when i came home for fall break i stripped the paint, sanded, repainted and this time clear coated it thinking that it would prevent chipping. well the other day when i walked out to my car on the way to class, i noticed that the metal outline of the bowtie was chipping again. my question is...when i repaint this over christmas break, WHAT TYPE OF PAINT DO I NEED TO USE AND WHAT TYPE OF CLEAR COAT. also, i live in indiana, so the winters get cold and summers are very hot and humid. i need a paint that can withstand those conditions.

the paint i used before was for plastics, same with the clear

i used duplicolor for both the black and clear on my bowties and they've been fine for almost a year now
