Paint front lip/bumper

I want to paint my front lip/bumper but never did anything like it before. Should I just sand it real well and remove all the old paint then apply primer paint? Or can I sand enough with some paint still there and primer over it and then paint it?

i had to paint one side of my bumper and i just sanded it enough to hold the primer, then started with the paint, wet sand, clear coat, etc.

worked fine
