ive never heard anything like that, but i would use a tack cloth to remove everything right before you go to paint

steel wool may not be good either bcause it may give you an uneven sand

you just want to lightly scratch the surface, dont sand until your arm falls off or anything crazy, go with 3M, it doesnt even need to be high temp

i just painted my lip and center part of my wheels and it came out good, you want to use either 600 or 800 grit sandpaper, ...heres the steps 1. wash wheels with dawn soap or a degreaser. 2. sand area to be painted with 600 or 800 grit sandpaper. 3. wash wheels again. 4 clean wheels with Acetone. 5. tape/mask area to be painted with masking tape. 6 primer areas with a high temp engine primer. 7. us either a high temp engine paint (your choice of color) or rustoleum paint to paint area desired. (a few light coats first and then you can apply a few thicker ones. 8. clear coat once or twice but not more than that or the paint will come off with the clear coat when it chips 9. let everything dry at least 12-24 hrs for full cure of paint (you don't want all your hard work getting ruined because you were to anxious to let the paint cure properly). then reinstall carefully and there ya go

it depends, are you going to paint the entire wheel? also you can paint the lugnuts but they will flake off when you tighten them down to the wheel.

I would suggest probably 1-2 cans of high temp engine primer, 1 can of clear coat (do not use engine paint clear coat on top of black paint (if your painting them black) because it will come out a little cloudy.... and i'd start out with 2-3 cans of rustoleum in the color of your choice. do the front two or rear two wheels first and then judge if you need more paint. i did multiple coats of paint on my wheel lip (yellow) and i still have half can left after all four wheels. so i would think 2-3 cans max of rustoleum in the color of your choice

on a side note, remember whatever paint you buy that you don't use you can return so maybe buy 3-4 cans of rustoleum in your choice of color and return what you don't use

https://www.cobaltss.net/forums/appearance-48/painted-wheels-what-do-yall-think-181185/ this is the link to my thread of the painted wheels, just take your time and you should be ok if you have any other questions feel free to ask
