99% of the time the first best appearance mods consist of a lowering in your car by springs or coilovers and new wheels. your choice on the wheels obviously if you want to keep stock or not but i highly recommend lowering springs.

and just like hatrickstu said, dont put SS badges on your car please. i didnt think you were going to do that anyway but it just isnt very tasteful. its like putting turbo badges on a nonturbocharged car.

good luck! white is my favorite color for cobalts so you are very lucky

Have your windows tinted. Best appearance mod you can do for less than $200, it will make a huge difference, just go legal in your state so you don't get grief for it...

one thing that i saw that i think looks really good on white is painting the grille strip thing black. i noticed mkulrey13 has his done like that, which i think really looks badass. idk, i could paint that black and paint the bowtie white. i think that would look good, what do you guys think?

Someone said window tinting. Thats a good idea, and on a white balt would look good.
Make sure you dont tint them too dark, if you choose to tint.

Tint is the best place to start imo- I recently did 35% sides and back. Doing colored inlays now and planning on getting some hot wheels this spring. I'll eventually move on to headlights/fogs/tail lights- funding permitting. It's hard balancing car payments and modifications with limited paychecks as a recent college grad- someday I'll get there.

As my stock parts age I'll be looking into new performance part replacements- it's hard to justify replacing the parts I'm still attempting to pay for. If anything i need to put a block under my throttle so i don't go so fast- the speeding tickets are killing me. The police that ticket me for speeding have never said a word about my illegal tint.

To put things plainly - I'm ballin' on a budget and pimpin' aint easy.
