Outside Temp. indicator "sticking"

Has anyone had their dash outside temp not work? The temp shows but does not change when I know it's warmer outside. Yesterday it read 37, then when I was driving later in the day it finally came up to the right temp.
Where is the sensor located?

if I remember correctly take out the drivers side headlight and it will be there attached to the headlight bracket.

Thanks 07, would this be a connector issue or does the sensor go bad?
