I am sure it is not a horsepower issue, my car pulls hard up to 140mph in 4th or 5th gear. If it was lack of horsepower the topend in each gear would be a little differant. My car is computer limited from the factory at 140mph. I am pretty sure that Car and Driver's review even says that the Cobalt ss they tested is limited @141mph. I did not opt for the LSD with recaro seats when I bought my car so mabey the ones with the LSD are goverened a little higer, but I doubt it. Belive me I know my **** when it comes to GM's. I was in the GM ASEP program a few years back, and have several ASE certifications.

States do not limit how fast a car can go because of the fact that car doesnt have a set destination. Also the cars can be used on closed courses and there is no limitation to what you can do there. The law can only control what the cars are supposed to do on the road in public places. If they controlled it all, the cars would all be governed at whatever the highest speed limit is in the country. lol imagine the gearing on the 6-speed corvette that is only allowed to go 65 MPH in Illinois! haha

Also today ony my way home I maxed out 4th gear at 130 with my stock PCM. Didnt go into 5th as it was dark and didnt want some coyote running out in front of me and making pureed coyote....

SO they can get around 25+ mpg while spinning aroudn 14-1500 RPM at highway speeds. Also exhaust noise isnt' that bad at those engine speeds. I was just going to say that, with Stage 2 4th gear pulls and lasts forever.
Also most GM ECM units are programmable to a max speed limiter of 255mph, that should take care of anyones needs.
