ah it may be a stealth system, you pretty much replace the ignition fuse square with the stealth one, same size and all except it has an antenna or wire hanging out and this fob is probably what needs to be near the key ignition for the car to start.

its a starter disabler, the fob has 2 buttons "1" "2". i unlock my car, stick the key in the ignition, press 1, then the car will start. if u dont press one it wont even turn over.

i think the stupid dealership had it installed on all the cars and then they activate it... after they charge you of course lol...

sounds like a remote version of the ignition disabler that my Grand Am (in sig below) had ~ I bought it out of Fresno;
I'd wager a guess that if you took apart your under column & underdash panels, that you would find that your ignition wire has been spliced into.
My GA had a setup where a little 'key' had to be inserted in place (under the dash) otherwise the ignition wouldn't work.
It took the better part of an afternoon to properly remove, & resolder the wires back together, but it wasn't a huge vexing task.

i had one of those in a honda i use to have except it had a keypad (like a phone) and you had punch in a code for it to even turn over, and if you had the wrong code, well, i guess you know it wont start, but who had the honda before hacked the **** out of everything so one i day i got pissed off and just ripped the key pad off, never had a problem since.
