GM Part Number: 22688427
RETAINER-FRT/RR BPR FASCIA EXTN

Looks right to me. This is from GMdealerworld.
List price is $4.19 each. I am guessing you have 12 or 13? Hardware is EXPENSIVE!

What do you mean by connectors for the SS/SC lip? As far as I know with my car, the plastic connectors are molded into the lip itself. Then the SS/SC bumper has slots in the bumper where you slide them into and you just screw them in place.

The clips slide over the plastic tabs, they are kind of U shaped with teeth to bite into the tabs.
Please don't bash me if this is wrong. I haven't installed a Cobalt lip yet, but this is how GM does it on their other cars. I have done Impalas, Monte Carlos and Cavaliers.

I don't know, but dealerworld is where GM parts guys check price and availability of parts. I am not a parts guy, but I work for a Chevy dealer and have access to this information. Maybe you should call a dealer to verify the number.

Here's an image of my parts catalog. The info that denniss provided above is the same info that I have. It also says it should take 12 of those retainers.

OOPS, wrong again! Getting old sucks, I'm loosing my mind! The tabs on the lip have slots in them. The clips slide through the slots. Thanks for the pic fr33k.

Ok mkulrey13, here is is pic of the clips. I dug through my "spare parts box" and found 11 of these beauty's. If you want them, I would love to help a fellow Cobalter. PM me if you are interested and I will give you a deal you can't refuse.
