I had the same issue with mine in severe cold (same model), but only when it got to be about 20*f. It would finally kick on when I overloaded the electrical. I haven't had issues in the warm, but I also haven run it in a year. It is going on this new build of mine.
I contacted them about the issue and they said it is a very rare issue they have had in cold weather. Not sure why you would be having issues in the warm season. They told me they would replace the regulator under warranty, or swap it out for the "manual" regulator which requires an ignition source. They told me the manual regulator held more constant voltage under load, but this was in a car audio related conversation with severe voltage drops.
Is it new? did you sand the finish off where it mates to the block? It might not be grounding properly. that's all I can think of off hand

it's brand new, and hmm, didn't sand the finish off, might just run a new grounding wire for it off one of the bolts. thanks for the tip.

even if you ground if off one of the bolts, you need to sand/flapwheel/whatever the paint off so it can make contact. I'm betting that's the issue, but as always it could be anything
yeah I"m going to sand off where the heads of the bolt hit should give it something of a ground from there at least. huge pain in the ass on my car to get to it, have to take a lot of **** apart to do it and I really am getting tired of working on this thing after all these years
Installed the 2.8 and hub on my supercharger snout. I did it the ghetto way, yes, but I'm not paying $75 for a puller rental when I have jaw pullers and a press in my possession.
I have the gm procedure printed off for the stage 1,2,3 the stage 2 when taking off the pulley they use a three jaw puller ..just saying lol.

I rather press control arm bushings than trans mount bushings. After much struggle using a ball joint press kit, I got the bushing pressed, and all is well. A press is going to be a future purchase for my garage. Would have made things much easier.

Lasted 5 years w/o tearing. It just started to tear, so I decided to replace it once OTTP offered a solid bushing.
So I'd rate the CAB Hierarchy as such: Powell Spherical > MOOG Spherical > Moog OEM Replacement > OEM > *. I replaced the bushings in late 2013 with OEM units. Last week the control arm was resting on the subframe from worn out AC Delco bushings.
Also HIGHLY recommend if your car sees salt to have this repair done at a dealership or reputable independent shop.
