i would guess ID. Its just electrical conduit, goes from 1" to 1.5". it's pretty thin metal so it would be a pretty big difference.

Wouldn't a rig that bolted up underneath the car make it a lot easier to clone out since most of the bracket or arm would be over the pavement/concrete? I guess you'd lose a lot of flexibility with something like that compared to the suction cups though.

That and for cars that are really low you would need to jack the car up to setup the rig which is just another pain in the ass.
