Is the 05-06 hvac controls compatible with a 07+ model?

I swapped in an 05-06 hvac controls into my 07 and the ac, recirculation, and defroster buttons don't work, or is there a seperate fuse for these three things? Or is the wiring just different?

 

I know gauge clusters of the same years don't work correctly so my guess is the hvac controls don't either
