Help! car keeps going in and out of limp mode

Hello! I really need some help/insight! I am trying to compile everything so maybe I can get some help with this! I have been to 3 mechanics where I live and they all say it is just that it didn't have enough transmission oil in it. The transmission is not leaking at all and i was told it is a sealed transmission so I am so confused! I am going to be having it towed to a Chevrolet service station in the neighboring town about an hour away... but I don't want to go through that trouble and have them say the same thing! I've tried having the codes read but one person told me no codes were popping up and another told me my fuses were blown and that they couldn't read the codes.

I have a 2006 Cobalt LT. Around January 2017 my oil pan was busted and I got it replaced, the worker didn't add enough oil back and the car went into limp mode and when I parked I couldn't even get my car to start. I had to get a new engine put in. Fast forward to November of last year I got a transmission flush and all was well for a few weeks. The car started to jerk really bad and when I took it back to the mechanic, he said he misread how much oil he was suppose to put back into the transmission. Once everything had gotten straightened out the car drove fine up until a last week. My engine light has came back on and it was revving up to "5" before it would even shift, then back up to "4" and shift again then down to "2" with another hard shift. Well the car started going into limp mode again a few days ago. I cut the car off and waited around 10 minutes and started it back up... it was fine. Then all of a sudden when I was on the highway coming home, it started to jolt constantly and kept tapping at the "4" and would not go past 20/30 mph with this weird sound coming from under the hood. I am just wondering if my transmission is going out and they really aren't paying me no mind when I ask about it.

here is a short video i took of it not going past "4" and the sound it was making

Sounds like your transmission was possibly damaged if the fluid level was too low for too long. Usually when theres an issue with the transmission system, it defaults to one gear and It looks like in your case you get a rev limiter too to prevent damaging the engine.
