weird,
but like said previously, check relay (disconnect it and connect it), check the fuse.
check for a good contact on the white/black to red/black connection

Ok I just bypassed the whole fuse section and connected them to the other side of the balastt and they work so im guessing the fuses are out

OK so I'm the only one who saw that he put his power wire to ground? OP that wire with the smaller fuse needs to go to your fuse box. Peel back a bit of the wire loom/tape on that wire with the small fuse, it SHOULD be red. Take off the fuse box lid, take a 10mm socket and remove the + power post on the fuse box. Take that wire with the small fuse on it, and put that on that post. That's your power wire, your hids arent getting any power. You don't put fuses on ground wires. The bigger "fuse" is actually a relay. Your relay has to get wired to a posative power source. Also if your high beams are on, your hids wont come on, with those headlights, they come on separately.
