No, I wouldn't take off the bumper. Just take the headlights out and reach through and change the foglights. it's a lot easier that way.

u dont even have to take the bumper or the headlights...all u gotta do is take ur front wheel off and take off the wheel well..theres only like 5 or six lil bolts then jus pull it back and the fog light is right there..
