New car need lots of help!

I recently bought an 06 ss sc for a good price in Alabama. When I got the car to illinois I realized I have some issues...
1. Brakes: want to do a break job all the way around should I stay stock? If so where can I find the parts? What about Hart brakes from eBay, garbage?
2. Both front and rear bumpers are held on by bolts only no clips. What clips/pins do I need and from where? Dealership said 170 front 140 rear all new hardware..
3. Ebrake does not work have no idea why. Tries tightening cable and nothing..
4. I think the car is lowered, how can I prove this?

I have no knowledge on the cars past as came from a dealer who ripped me
(Installed new tie rods and fog light for me both need replacing) Now I know why I got a deal..

If ANYONE can help me with any of this it would be greatly appreciated!
BTW 72,000 on car 67,000 when bought so it is obviously my DD

1)Stay stock on brakes, amazon seems to be a good place to get them
2)mlst of the parts that hold the bumper are bolts only the top part where the grill and those are clips, no to sure about the back tho
3)check cables to make sure they arent broken. Check fluid level, if not i had a similar issue and had to replace my passenger caliper.
4)ypu could check the color of the springs. It all comes down to how much gap you have from fender to tire i think i had like 4 fingers~ on stock but i have a 09 tc

I heard the rear brake pads weren't good due to them grooving the rotors pretty good
Also had my car looked at for suspension check and the told me the right rear calp might be sticking..
