Rear Rotor: Sliders Binding?

So I've noticed over the past week or so that I have a band of **** (looks like rust) on the middle of the rotor on my rear passenger side. It goes all the way around the rotor so I was pretty convinced my outbound pad isn't touching the rotor at that point.

I inspected the outside rear pad and there's a good 6-7mm remaining, so there's enough pad to make surface contact but it doesn't look like it is. I took it out (and the streets are wet today) and did a handful of agressive stops to see if I just needed to clean off the pads. Get out immediately after, inspect them, same damned thing. Anyone thing perhaps the sliders are binding? I can't believe this is normal my rear driver side looks fine. Here's some pics of what I'm talking about:

In case anyone is interested (which based on the number of replies, 0, people should probably pay attention), as I thought this was an instant indication that my rear calipers were binding and the vehicle's in need of a rear brake service (fronts are perfectly fine). The dealer reported the following:

1) The rear calipers are binding and in need of a brake service; the outbound pad is making slim to no contact with the rotor. I'll cover the cost of this which includes greasing up the sliders for $70 no big deal but I'm considering calling GM Customer Service and asking why my brakes would possibly need service already. The dealership confirmed what I was thinking and I have no complaints with paying for the brake service, but GM really needs to answer to this common problem on the TCs; 17,000km (10,500 miles) and bound calipers, this doesn't add up but I'm betting the bone dry sliders are to blame.

The one solid difference I have from the thread on this forum is the pics of the issue BEFORE my inbound pads were ground to ****. If GM wants them I'll gladly provide them proving this is a defect in workmanship (or builds) and NOT a result of abuse of the vehicle.

2) They're going to machine my rear rotors to smooth them out and remove the rust build-up that's there right now. Scoring wasn't heavy on the inside or outside (which is good) and this is covered under warranty .

3) I must have caught it in time because my inbound and outbound pads are wearing evenly and do not need to be replaced at this time. They're still within the same range as my check-up in September (~7.5mm remaining) so the pads aren't wearing too quickly, that was about 4000 miles ago. It's a case that the inbound pad is doing all the braking which everyone has suspected. I could physically feel the difference in stopping power as soon as this started to occur.

Thank god for winter and **** build-up on the rotors since I caught this before it ended up being a case of no inbound pad, ruined rotors, etc. like so many have had on here .
