shaking steering wheel... help me diagnose?

so the hub centric ring wasnt on the rim while it was on the balancer? if so it doesnt need to be. you use a cone to set teh wheel in the center of the shaft that drives the wheel/tire on the balancer.

Its going to be a balance. Balance issues r like 90% of shaking issues. And when its only at certain speeds like ur saying that leads me to believe its a balance even more.
