okay question.

if the rims that i want say "Centerbore to fit -73.1mm ".....will they fit on a cobalt?

I think it would be easier to get an answer if you posted.......

1) the year/model of your cobalt
2) the size/bolt pattern of these rims

Yes, but you need hub centric rings with an inner diameter of 65.1 and outer diameter of 73.1. Our hubs are 65.1mm.
