Go to advance and buy some plastidip for your base coat, then anykind of paint will do for the other layers, then clear.
I prefer duplicolor paint though, and the plasti is so you can just peel it off if you get tired of it!
Good luck!

for it to turn out nice.
-sand with 220-320 grit sand paper
-go to walmart, buy 4 1$ cans of flat black (instead of buying one can of 5$ primer)
-4-5 good coats of flat black as primer coat.
-go to advance auto, autozone, whatever you have, buy 2 cans of glossblack duplicolor
-2-3 coats of that on each wheel
2 ways about going to clear
- you can either buy like 3 cans of duplicolor clear and do like 3 coats of clear
or
-you can go to Napa or whatever you have, buy some clear coat and coat your wheels with a spray gun
clear coat with a can, is just fast and affordable if you dont have a gun.
clear coat with a gun, higher gloss and a lot more durable in the long run.

I would sand it down so paint sticks a lil better. Also make sure u don't rush it. I used 2 cans of flat black 2 of primer. One clear. I went to home depot. Try not to buy cheap paint
