I did not paint the inside, just tape it off so it looks nice. I bought 4 cans but I only used 2. Its nice having an extra can for touch ups. Home Depot had them for $5.

One can per wheel is what I used. With plasti dip the more isnt the better. Just use enough to cover it. Around 4 coats is perfect

I didnt paint the back side of the wheel either. I used 2 cans of Plasti-Dip and 1 can of Clear Coat.

When I had my rims powder coated they were dipped so they are completely covered. Can you tape off stuff with plasti dip? I would think when you pull off the tape it would peel up the plasti dip. I would do the inside because that's what gets the dirtiest. If your doing black you won't even be able to see the brake dust.

You can tape stuff off and use plasti-dip. You just have to make sure you put the coats on fast and not let the plasti-dip dry otherwise it will peel with the tape. There is a how to video on dipyourcar.com.
