When I was gms1 (how I purchased the car) I would get about 8psi max in first gear most of the time. (few hundred feet above sea level).
Not sure but I would think in CO the PCM would increase gauge boost to compensate for any increased altitude you might be at. So being less would not be attributed to any altitude difference for you. (since the PCM is trying to hit a target air load it would increase boost at higher altitudes would be my guess).
Sounds like something is a bit off but I don't have the experience to say what it might be.

on my old engine I would hit full boost all day any gear. since I've replaced the engine, i have had all sorts of boost issues. first being a 8psi max, then boost dumping at 5500ish rpm while still Wot. boost spiking from 5-11 psi, up and down constantly while. doing a pill. after lots of messing around I bypassed my bpv solenoid and instantly hit full boost in 2nd - 5th basically every run.
