Do the boost bypass mod and see what you make then. If the mods in your sig are accurate you should be making way more. I get 16.5 with my bypass hooked up and I've seen over 18 when bypassed.

By doing this bypass mod what does that do? Is it good for car by doing so?

I think it should mainly be used as a means to troubleshoot his problem. Some people run it like that all the time. It doesn't allow the boost bypass too open eliminating it from the list of possible issues.
Back in the day it was a popular mod to get over the built in limitations.
I'm not sure if anyone is still doing this.

There is no set level of boost for the GMS3 setup.

Things like elevation, climate, airflow modifications, can all alter boost readings.

What setup did you have before your GMS3 tune, and what were your boost readings?

Note: I see you have a pretty free flowing exhaust. Did you ever check your boost levels before your exhaust modifications?
