anyone have an idea?

ive got an issue with my car every morning or everytime when the car is cold and i start it the idle just isnt right it almost sounds like it will stall but doesnt and the rpm keeps feathering itself but its ok when i drive away nd then stop again But... i have no idea why but when i fill my car from empty or close to it when trying to start it again it will just turn over and die right away theres no catching it the 2nd turn will take a bit longer then turn over and stay on but very rough idleing and if i dont hold my foot on the gas it will stall but as soon as i get out of the parking lot and stop its fine again...

anyone have had similar issues with this?
