Take out all seats but yours, the carpet, everything in the trunk, spare tire, lose some weight yourself if it's there to lose, everything in your glove box, your glove box, the rear view mirror, the antenna, take off the wing if you got one, cut some holes if your rear bumper like Honda owners do, the radio, airbags, headliner, door panels, light bulbs it's ok put them back in at night, empty out the windshield washer fluid, take out the ac, and only drive around with a couple gallons of gas. Ok your faster now for little to no monies........happy? Ok now pay to play.
What exactly are you looking at doing with your car, and when you say 'cheap' what do you mean? What is your budget? I know that there are some people that would argue with me about this, but Just buy an upper motor mount. Will take you 20 minutes to install and while it won't 'gain' you any horsepower, a little more of the horsepower you do have will make it to your wheels. You will definitely feel a difference.
Then start building up your suspension. You can do your suspension one thing at a time. and you will feel a big improvement in handling With every upgrade.
Let us know what you are actually, realistically, looking at doing. Tranny swap? I am pretty sure it's been done to a cobalt before but you are going to be in a world of hurt. Money and labor wise it will not be worth it. But to each his own! I'll stop talking about that now!
As for turbo or supercharging? It's been proven many many times that this is a surefire way to get huge gains for relatively little money. The builds are relatively simple and you can get over 200 horse for less than 2000 dollars.
So long story short, my first suggestion would be Motor mount. Do it.
Then start building up your suspension. You can do your suspension one thing at a time. and you will feel a big improvement in handling With every upgrade.
