You can put a SS front bumper on your LT. As for the rear lip on a LT bumper, I'm not entirely sure. I've heard people say it's possible and others say it isn't. One things for sure, the SS bumpers have small notches on the inside that show where the holes need to be cut to mount the lip, while the 2.2l bumpers do not (that's what I've heard, I haven't crawled under my LS and inspected the bumper for myself). If you couldn't get the lip to fit you could always just order the SS bumper afterwards, they're sold separately anyway.

You can put the SS front and rear "fascia" on an LS or LT. You need the lower brackets for the front fascia. Look for a how-to thread on "fascia" installation by Halfcent. If you search with the word "bumper" you won't find much.
Here's the thread -- read through it, I don't feel like retyping the part numbers for the brackets and retainers you'll need:
https://www.cobaltss.net/forums/how-guide-43/front-facia-removal-replacement-107293/
The fascias are oversized when shipping so the shipping costs are high -- it's cheaper to buy them from a local dealer because the shipping costs kill any savings from a less-expensive source.

you can attach a lip to a non SS bumper, as long as its SS/NA or the 2 door 2.2L, not the 4 door.

YES! You can do exactly what you are thinking about. It fits perfectly.
