Hmm. I met someone with a balt a few months back that had dipped glowing wheels. It was really neat!

People have done this plenty with mixed results.
It still "peels" but not quite as well as it would without being sprayed over.
As far as color goes. DYC has loads of pigment colors that can be mixed and matched to create the color you want.
This method preserves the peelability too.
I think they talk about painting over dip in this video.

Gotta be careful dipping a brand new car too. If the clear coat is super fresh there's a chance the dip could eat through it. Have only seen it happen like once or twice, but it is a possibility.

ooh that would suck, having a new car, dipping it thinking its awesome, then right before you sell it for ultimate value you peel it to discover your finish is total **** 
maybe wax it while its fresh, keep it in the garage covered for a month then dip it?
