Sounds like a bad ground or a loose connection, re-check everything and make sure your ground is metal on metal with no paint or plastic on the way and that should fix the problem if not your ballast may be shot.

i got this problem, i just install a hid kit (well Joe aka ItalianJoe did it lol) and my high beam wont work only the low beams,
is a bi xenon hid 9007
any ideas what could be? does the ground will prevent the high beams from working?

NOTE* I found that if i connect something to the socket on the passenger side (the one that is not connected to nothing) the high low beam will work (i did the test)
So i dont know what i need or what is it wrong.

Thank you

Well im about to buy some ddmtuning hids but im curious to how they are gonna hook up to my 4th gen headlights cause it just looks foreign to me when i look at the kit online and i look at the back of the head light doesnt seem like it would wire up for some reason. Im pretty useless when it comes to wirein in cars and i dont wanna buy the wrong thing They come with h7 bulbs. SO i know to buy the H7 kit but will i need the relay as well or can i just run it with out.

If u run without a relay your bulbs will take more time to heat up all the way and sometimes they wont turn on. A relay will hook it directly to your fuse box so i cant get all the power it needs. You can run it without but be ready to get pissed when u have power issues

Thanks for the write up and pics. Thanks to you, this has been a much easier swap of my retro-solutions 8k HID from my 2002 Z24 into the 06 Cobalt SS. Going to finish the passengers side now, but wanted to say thanks! Drivers side HID, passenger stock bulb.

Drivers side is HID, passenger is stock.
