How do you find out if a particular oil meets this spec? I was planning on using Amsoil Synthetic or Castrol Edge Synthetic?

Also if I'm not mistaken, all the dealership wants to see if you do your own oil changes is a receipt for the oil/filter with the mielage noted correct?

That's all you need legally. If they don't accept those things then they will have the joy of meeting your lawyer.

Well many manufacturers claim to have tested it and meet the GM spec.

I now use AmsOil and they say they meet that GM spec.

The PDF you posted is dated last year.

Believe it or not, some OEM's actually use oil extractors as the reccomended tool. I think Mercedes-Benz is one of them. That being said they don't work well in all cars, depends on the shot you have to the pan from the dip stick tube.

I went ahead and spent a little extra for my oil change needs.
