The purge solenoid releases excess exhaust gas fumes from the fuel tank into the intake charge. It is there purely for emissions purposes. Cannot vent the fuel tank vapors to atmosphere according to the EPA.

Maybe a little. Unless you just removed and blocked off the whole purge system then you would be polluting a lot.
